I hate to say how often I've experienced this... "I know the rules, I know the reasons, but there should still be an exception for meeeeeeeeeeeeee"

And yes! Restrictions for health reasons suck. There was only... 2? visitors allowed per day when my stepmom was in hospice during covid, and you couldn't change those two people. It sucked. But, like the article mentioned, palliative has different rules, because they ARE MAKING EXCEPTIONS WHEN NECESSARY. The extended family wanting to hang out with NICU baby is not a necessary exception.

What a useless "news item" to report.
