I remember reading this a while ago. While I was shocked at first, it makes a lot of sense. On top of the medical attention, what sounds like excellent treatment and the monetary advantages, they're also receiving training in computers and English. It's pretty amazing.

Of course, then you think about the person who will set up a clinic and *not* provide the same type of environment..when it becomes purely a for-profit, "puppy mill"-type establishment.
